Action 73 in Germany flag Germany

Member States to agree on common additional functionalities for smart meters

Indicator Status Evidence
Has the NRA (or country) conducted a cost benefit analysis on the roll-out of smart metering for electricity? No An official cost-benefit analysis according to the directive 2009/72/EC has not been carried out in Germany so far. Nevertheless, the Federal Ministry of Economics and Technology commissioned a report regarding the potential energy savings due to smart metering. This report was written by KEMA, a German branch of a Dutch consulting company. It concludes that smart metering can contribute to energy savings but to maximise this effect, energy savings should be more heavily demanded by legal obligations (p. 16).
Does the Cost Benefit Analysis cover the 10 functionalities as per the European Commission Recommendations ? No See indicator 1
Was the Cost Benefit Analysis positive in relation to the above-mentioned functionalities ? No See indicator 1
