Do you have an operational national mapping of retail broadband coverage at different speeds? No IN PREPARATION. Draft Government Resolution on Interinstitutional action plan 2013-2015 for the implementation of the Lithuanian information society development program 2011-2019 is being prepared by the Minsitry of Transport and Communications. The draft contains two remedies to be implemented by the Communications Regulatory Authority (RRT): - To prepare an information system (map) that would contain all active providers of the broadband services in the concrete location; - In cooperation with municipalities to create an access to the digital maps that identify passive civil infrastructure, which can be used for development of the broadband infrastructure. Lithuanian information society development program 2011-2019 was adopted by the Resolution of the Government of the Republic of Lithuania no. 301 on 16-03-2011 http://www3.lrs.lt/pls/inter3/dokpaieska.showdoc_l?p_id=394457&p_query=&p_tr2= (in Lithuanian language).
Have civil infrastructure initiatives been developed to entice new market entrants? Yes Rules on electronic communications infrastructure installation, marking and sharing adopted by the Order No 1V-562 of the Director of the Communications Regulatory Authority dated 10 June 2005 (Chapter IX) http://www3.lrs.lt/pls/inter3/dokpaieska.showdoc_l?p_id=373394(in Lithuanian language) Communications Regulatory Authority (RRT) has signed cooperation agreements with Vilnius (in 2011) and Klaipeda (in 2012) municipalities in order to develop digital maps that identify passive civil infrastructure, which can be used for development of the broadband infrastructure. RRT plans to sign similar cooperation agreements with other municipalities as well. Map of Vilnius already has a pilot version, which is not public yet.
Has the digital dividend spectrum (790 - 862MHz) been repurposed for mobile broadband and assigned to operators? Yes IN TRANSPOSITION PROCESS. Model for the digital terrestrial television implementation in Lithuania adopted by the Resolution No. 1492 of the Government of the Republic of Lithuania on 25-11-2004 (points 5 and 6 foresee that frequency range 790 - 862MHz priority aim of the use is – wireless broadband services as it is mentioned in the European Commission decision 2010/267/ES (OL 2010 L 117, p. 95). Also, it is mentioned that frequency range 790 - 862MHz can be used for development of the digital terrestrial television services until agreements for the use of mentioned frequencies will be aligned with non-EU countires that borders with Lithuania. http://www3.lrs.lt/pls/inter3/dokpaieska.showdoc_l?p_id=415129 (in Lithuanian language). At the moment, changes to the Plan on the use of radio frequency channels and Radio frequency channels development plan on the use of 800 MHz are being prepared by the Communications Regulatory Authority (RRT). Also, there is a need to mention that some EU countries, including Lithuania, has a derogation mentioned in the Article 6 of the Decision No 243/2012/EU of 14 March 2012 on establishing a multiannual radio spectrum policy programme for the use of 800 MHz.
