Member States to ensure that Points of Single Contact function as fully fledged eGovernment centres

Does the Point of Single Contact cover all the services foreseen in the Service Directive? Yes The LU PSC goes beyond the scope of the Services Directive. Indeed it has been designed to provide information and to allow for the completion of all relevant procedures relating to all economic activities. Hence its scope is broader in terms of procedures (it covers also crucial VAT, income tax and social security procedures not covered by the Directive) and economic activities. Currently the PSC provides for extensive information on all relevant procedures (in FR and EN) and it allows for online completion (i.e. the possibility to send an application and to receive permits/replies online) of a large number of procedures, in particular business licenses (procédure d’établissement), VAT/tax/social security registration, company registration and recognition of professional qualifications. However, it is not yet possible to fully complete online all procedures covered by the Services Directive. This is the case in particular for procedures of a highly technical nature, such as certain environmental procedures (which are not yet available in the large majority of MS). Where procedures cannot yet be complete online, the PSC offers the possibility to download pdf forms. Most procedures require the use of a qualified electronic signature.
Can all the administrative processes be done through the Point of Single Contact? Yes See answer to question 1.
Does the PSC facilitate cross-border provision of services? Yes The PSC webpage includes a specific information menu dealing with cross-border provision of services. The procedure concerning the cross-border recognition of professional qualifications can be fully completed online (and it does not require the use of an e-signature).
