Member States to facilitate broadband investment

Indicator Status Evidence
Have any measures to streamline planning or administrative procedures been introduced to improve broadband investment conditions? Yes A guidebook for municipalities and provinces has been developed to ensure investment in broadband networks is not hindered by unnecessary red tape. It is available at www.rijksoverheid.nl/onderwerpen/breedband. The “Digital Cities’ Network (Stedenlink) together with the Dutch Ministry of Economic Affaris, Agriculture and Innovation is developing an online tool for municipalities and provincies to smoothen even further the investment climate for investments in broadband networks in addition to the previously mentioned guidebook e.g. by exchanging best practices, discussion forum on broadband topics etc.
Do you have an operational national mapping of retail broadband coverage at different speeds? - A broadband monitor has been set up and is available online www.rijksoverheid.nl/onderwerpen/breedband and contains all necessary facts and figures with regard to broadband in the Netherlands
Have civil infrastructure initiatives been developed to entice new market entrants? - There are several suppliers on the market. See guidebook
Has the digital dividend spectrum (790 - 862MHz) been repurposed for mobile broadband and assigned to operators? No An auction is planned for 2012 to auction existing frequencies for GMS that expire in 2013; to auction the 800MHz band and still remaining parts of the 2.0 and 2.6 GHz. The aim is to quickly free up space in the ether (2 x 30 MHz in de 800 MHz band) to facilitate the growing demand for mobile internet.
