|Have civil infrastructure initiatives been developed to entice new market entrants?||Yes||New Act on supporting development of services and telecommunication networks from 7 May 2010 - Ustawa z dnia 7 maja 2010 r. o wspieraniu rozwoju usług i sieci telekomunikacyjnych - http://isap.sejm.gov.pl/DetailsServlet?id=WDU20101060675) facilitates use of civil infrastructure to develop broadband (electric, gas, sewage) as well as requires building teletechnical canals in every new road infrastructure project.|
|Has the digital dividend spectrum (790 - 862MHz) been repurposed for mobile broadband and assigned to operators?||No||Poland is currently working on the project but has special derogation from the deadlines in the spectrum plan. The switch-off of analogue TV broadcasting is planned for 2013. Agreements with Russia, Ukraine and Belarus which are using the digitial dividend spectrum for military purposes were already signed. Ministry of Defence is currently releasing the bands: 790-806 MHz/ 837-838 MHz and 846-847 MHz.|
