|Were the disability provisions in Telecoms Framework implemented?||Yes||Law n.º 51/2011, 13 September Please note that additionally to what is foreseen in the Law, ANACOM (NRA) in February 2012 approved the conditions and specifications governing each o the provisions constituting the universal service in the context of the processo of designating the providers of the universal service of electronic communications. Regarding the connection to a public communications network at a fixed location and the provision of a telephone service through that connection, it has been defined that the contracted party shall, upon request provide the following offers on a free-of-charge basis: a) handset amplifying equipment, consisting of an amplifier which can be used with any terminal equipament to increase the volume of the earpiece, by up to a factor of 10; b) call warning light, consisting on a device which provides a visual signal when a call is received on the terminal equipment; c) simple bills in braille; d) fixed destination lines, enabling the automatic establisment of call to a destination defined by the customer, whenever the key is pressed to establish a call or when the handset is lifted, and no number is dialled within 10 seconds. Regarding payphones it was defined that the contracted party shall ensure that a proportion (not less than 5 per cent) of all public payphones to be installed have to be adapted to the needs of disabled people in wheelchairs. Regarding the telephone directory inquiry service, it was defined that the contracted party has to allow end-users who are blind or partially sighted to make 20 calls per month without charge, on a non-cumulative basis. Additionally to this decision, ANACOM produced a "Guide fo users with special needs" that gives information on fixed telephone, mobile telephone and internet services currently available in Portugal, especially adapted for users with special needs.
