Member States to implement laws to support the digital single market

Has the Services Directive been implemented? Yes Slovenia adopted a horizontal law as well as amendments to sector-specific laws in order to implement the Services Directive. Around 20 national measures have been notified as implementing measures. Changes adopted concern notably construction, services for installations and equipment, real estate and land surveying. Working group on reform of legislation on regulated activities and professions works ongoing to prepare proposals to simplify and deregulate legislation of regulated activities and professions.The goal of this simplification and deregulation is to simplify intering conditions to the labour market for cross broder/temporary and permanent providers of services. Slovenian PSC has been launched in June 2012, providing number of information according to the service provisions in Slovenia. The current Slovene PSC allows the full online completion of some administrative tasks, connected to registration of a company and most common supporting procedures. At this moment PSC provides basic information for cross-border users and from autumn 2012 it will also provide full information for home and foreign users in Slovene and English. - Slovenia adopted its horizonal law on services in the internal market in March 2010 (Act on services in the internal market, Official Gazette of the Republic of Slovenia, No. 21/2010). - A Governmental decree on notification procedure of the requirements for services was adopted in October 2010 (Off. Gaz. RS, No. 80/2010). - Minister for the economic development and technology issued the rules on provision of information for recipients of services in February 2011 (Off. Gaz. RS, No. 10/2011). - Sectoral legislation regulating services within the scope of Services Directive was brought into compliance with the Directive by mid 2011. Slovenia notified the transposition of SD in Slovenia on 1 July 2011. - The information system IMI, supporting the administrative cooperation among the Member States, was established in Slovenia at the beginning of its creation in 2008. - The Point of Single Contact is partly operational (http://www.eugo.gov.si). The information functionality of PSC became operational at the end of June 2012. The connected business portal e-VEM enables on line registration of a company (including linked procedures) from February 2008 meanwhile online completion of other procedures is not offered yet. http://zakonodaja.gov.si/rpsi/r08/predpis_ZAKO5508.html
Has the Unfair Commercial Practices Directive been implemented? Yes Slovenia transposed/implemented Unfair Commercial Practices Directive with the Consumer Protection Act against unfair commercial practices, Official Gazette of the Republic of Slovenia, No. 53/07.
Has the Telecoms Framework been implemented? Yes In force is the new Electronic Communications Act (Official Gazette of the Republic of Slovenia, no. 109/12; ECA-1) that transposed the Telecoms Framework: http://www.uradni-list.si/1/objava.jsp?urlid=2012109&stevilka=4315 According to the ECA-1 the Decree on measures for disabled end-users (Official Gazette of the Republic of Slovenia, no. 92/10) that was previously notified as a measure of partial transposition is also still in use: http://www.uradni-list.si/1/objava.jsp?urlid=201092&stevilka=4863
Has the Audiovisual Media Services Directive been implemented? Yes Audiovisual Media Services Directive was transposed within the following laws: - Audiovisual Media Services Law (Official Gazette of the Republic of Slovenia, No. 87/2011); - Media Act (UradnOfficial Gazette of the Republic of Slovenia, No. 110/2006); - Restriction of the Use of Tobacco Products Act (Uradni list RS, št. 93/2007); - Act Regulating the Sanitary Suitability of Foodstuff, Products and Materials Coming into Contact with Foodstuffs (Official Gazette of the Republic of Slovenia, No. 52/2002, 42/2002,47/2004.)
