A summary of the Plan Avanza 2 can be found at http://www.planavanza.es/InformacionGeneral/Executive/Paginas/ExecutiveSummary.aspx Concrete measures to foster broadband coverage and uptake have been approved following theses guidelines (e.g. inclusion of basic broadband connections at 1 Mbps in the Universal Service, available from the beginning of 2012, spectrum tenders carried out along 2011 which resulted in commitments from operators to invest in mobile broadband coverage). Current Plan is to be updated in 2012 with the adoption of the new "Agenda Digital para España".|
|Does the Plan meet the European Commission's Digital Agenda for Europe target for 100% broadband coverage by 2013?||Yes||This target has already been achieved as of 1st January 2012 with the inclusion of basic broadband connections at 1 Mbps in the Universal Service.|
|Does the Plan meet the European Commission's Digital Agenda for Europe target for 100% coverage over 30Mbps by 2020?||No||Current Plan contains measures which ensure 98% coverage of the population with 30 Mbps by 2020. This will be a target in the "Digital Agenda for Spain" which is to be adopted in 2012.|
|Does the Plan meet the European Commission's Digital Agenda for Europe target for 50% of households to have subscriptions over 100 Mbps by 2020?||No||This target will be included in the new plan "Digital Agenda for Spain" to be adopted in 2012.|
|Have supportive measures been introduced to support the achievement of National Broadband Plan targets?||Yes||Legal and institutional support is considered in Plan Avanza 2. Financial support for Plan Avanza 2 targets has been put in place, with budget according to current financial constraints.|
