Have any measures to streamline planning or administrative procedures been introduced to improve broadband investment conditions? Yes A revision of the Telecom Law is underway, being its main aim to foster the deployment of NGA networks. Some measures (e.g. setting at 6 months the maximum delay to grant rights of way to operators) have already been approved in Royal Decree-Law 13/2012, transposing the revised Directives approved in 2009. http://www.boe.es/boe/dias/2012/03/31/pdfs/BOE-A-2012-4442.pdf
Do you have an operational national mapping of retail broadband coverage at different speeds? Yes Coverage maps are developed annually, and they are a critical tool for the design and implementation of aid schemes. Have civil infrastructure initiatives been developed to entice new market entrants? Yes NRA (ComisiĆ³n del Mercado de las Telecomunicaciones) has issued detailed regulation (market 4 analysis) for sharing of civil works and ducts. There is also regulation for access to in-building infrastructures(Infraestructuras Comunes de TelecomunicaciĆ³n). Ongoing revision of the Telecoms Law will include provisions fostering the re-use of available infrastructures.
Has the digital dividend spectrum (790 - 862MHz) been repurposed for mobile broadband and assigned to operators? Yes Auction took place in 2011
