Were the Telecoms Framework and the Audiovisual Media Services Directive (AVMS) implemented? Yes See below for AVMS. For Telecoms Fwk, these were implemented in the UK by way of the Communications Act 2003, Wireless Telegraphy Act 2006 and the Privacy and Electronic Communications (EC Directive) Regulations 2003. (There are bits of the whole Framework throughout those instruments). Much of the legislation is also implemented via Ofcom’s “General Conditions of Entitlement” since a lot of the implementation is actually done through Ofcom’s general conditions rather than being specified in the law itself. for AVMS.
Were the disability provisions in Telecoms Framework implemented? Yes These have been implemented via ss10, and 65 - 72 CA 2003, the Electronic Communications (Universal Service) Order 2003 (as amended), the relevant Ofcom Universal Service Conditions.
Were the disability provisions in AVMS directive implemented? Yes The Communications Act 2003 sets minimum targets for the signing, subtitling and audio description of programmes by licensees. Government places a duty on the independent regulator, Ofcom, to ensure that broadcasters meeting these requirements. “
