Have you made 900Mhz, 1800Mhz, 2,5-2,69 GHz and 3,4-3,8 GHz frequency bands available and authorised for 3rd and 4th generation mobile services use? Yes Technologically neutral usage of radio-frequency spectrum is applied in radio-frequency bands - 900 MHz, 1800 MHz, 2 GHz and 3.6 GHz. These bands are defined for terrestrial networks capable of providing electronic communications services. 2.6 GHz band is not yet provided for civilian needs. However, the release process has started by National Security Service. In the issued permits to use a frequency resource of range 900 MHz, 1800 MHz, 2 GHz and 3.6 GHz there are no imposed restrictions regarding the provision of services
Have you authorised (or plan to authorise in 2012) for use ("licensing") of the digital dividend (800 MHz band) for wireless broadband communication?? No The 800 MHz band is not available for the provision of broadband communications. The country of Bulgaria has notified the European Commission in compliance with Article 1, paragraph 3, in conjunction with Article 6 of Decision No 243/2012/EU that the larger part of 800 MHz band is used for the needs of defence. One channel of 8 MHz (814-822 MHz band) is allocated to broadcasting for civil purposes, and the rest of the band (790-814 MHz and 822-862 MHz) is used by the Ministry of Defence. That band will continue to be used for defence until the phasing out of existing communication systems.
Have you implemented the transfer or leasing of right of use in the harmonised bands? Yes Bulgaria has established conditions for secondary spectrum trading. The rules on the terms and conditions to transfer licenses for usage of individually assigned scarce resource set out the provisions according to which after prior authorization by CRC undertakings could: 1. Transfer the licenses for use of individually assigned scarce resource; 2. Transfer of part of the rights and corresponding obligations included in licenses for use of individually assigned scarce resource - radio frequency spectrum; 3. lease individually assigned scarce resource – radio-frequency spectrum.
