Member States to double annual public spending on ICT research and development

Have your ICT R&D expenditure risen by 10% or more per annum in public spending in last 3 available years? No ICT constitute a horizontal priority of the National Scientific Research Strategy to 2020. The policy on providing a national subscription to access digital scientific libraries is a majour policy for the period 2007-2014. There is a risk for its continuation due to reduced resources for ‘science’ in the budget of the Ministry of Education and Science for 2015. For the period 01.01.2011 – 31.12.2013 under Operational Program “Development of the Competitiveness of the Bulgarian Economy” were paid:  15 184 367 levs for R&D to enterprises;  27 022 094 levs for innovation activity to enterprises; ICT costs can not be determined, since ICT development is funded horizontally and activity/costs for a large part of the procedures under Operational Program “Development of the Competitiveness of the Bulgarian Economy”2007-2013 are eligible. In 2014 the National innovation fund organized an annual call for project proposals for enterprises and R&D organizations. The main goal of the National Innovation Fund is to promote the scientific and research and development activities.

Have the number of ICT researchers grown by at least 10% per annum in the last available 3 years? No
Are there targeted allocations of Structural Funds on ICT R&D? Yes Electronic research infrastructures are part of Priority Axis 1 of the Science and Education Operational Programme for smart growth 2014-2020. Researches infrastructures are prioritized by the National Roadmap (The road map is under public consultation till 21 July 2014). In the ICT field the projects Grid and PRACE have been validated. ICT use in education and training is funded horizontally – activities and expenses for ICT are eligible under all priority axes of the programme. In the Operational Programme „Innovation and Competitiveness” 2014 - 2020 the support of research and development, as well as innovative activity of undertakings is displayed in a separate priority axis - Priority Axis 1 – ”Technological Development and Innovation”. Support of ICT development and deployment is horizontal and it is provided under the three priority axes: Priority Axis 1 – Technological Development and Innovation: Priority Axis 2 – Entrepreneurship and Growth Capacity of SMEs: Priority Axis 3 – Energy and Resource Efficiency.
