Member States to include specifications for total lifetime costs for public lighting in public procurement

Are there national specifications public procurement for energy efficient lighting, through implementation of the Directive 2006/32/EC? No There is no law descripting specifically for lighting, but in April 2012 came into force Act No. 55/2012 Coll., which amends Act. 137/2006 Coll. on public procurement.This provision is in line with the requirements for energy efficiency in public procurement declared in Annex V of Directive 2006/32/EC.
Are there pilot actions on energy efficient technologies (regarding lighting installations)? No In the past, there was program EFEKT (established under the Ministry of Industry and Trade) encouraging replacement of energy unefficient lighting. Currently it is no longer supported. Although, State Environmental Fund is preparing program “public lighting"" to be started in 2013.
Do specifications for public procurement of lighting installations using Life-Cycle Costing methodology exist? No Currently is public procurement governed only by the above-mentioned law. The methodology establishes as an essential criterion for the evaluation of offers lowest price or economic benefits.
