Yes See, for example, the Company Registration Portal, which allows Portuguese, Finnish, Belgian and Lithuanian citizens - based on their eID - to register their companies in Estonia and vice-versa over the Internet. Estonia has implemented 5 STORK crossborder services:

Best Practice Case

This project is a good example how digital signatures across border can be used. It is possible to accept digital signatures from other EU member state when public PKI systems and qualified digital signatures are in place.
