Does your legislation encourage the use of open specifications and common standards across public administrations? Yes ... but not directly. Act on Information Management Governance in Public Administration (634/2011) ( http://www.finlex.fi/fi/laki/ajantasa/2011/20110634 ) says that every public administration organisation must plan and specify its enterprise architecture, and in doing so comply with the Public Administration's Common Architecture. This common architecture contains lists of recommended standards and architecture principles encouraging openness.
Does your legislation encourage interoperability between public administrations? Yes Act on Information Management Governance in Public Administration (634/2011) http://www.finlex.fi/fi/laki/ajantasa/2011/20110634 The purpose of this Act is to improve the efficiency of activities in public administration and to improve public services and their availability by laying down provisions on information management governance in public administration and on promoting and ensuring the interoperability of information systems.
