Member States to carry out cyber attack simulations

Have cyber attack simulations been carried out? Yes Finland participated in the Cyber Europe 2010 exercise.
Are you planning to carry out cyber attack simulations in the future? Yes Ministry of Transports and Communication organizes together with The Finnish Defence Forces an “TIETO” exercise (“Information”) every two years. This exercise tests the ability to maintain information society’s un-disruptive functioning and on the other hand it tests procedures on a case of significant disruptions. On one hand the exercise tests the information society’s infrastructure and service providers ability to maintain infrastructure and services and on the other hand it tests all key stakeholder’s (who are dependent on mentioned infrastructure or services) ability to function in a case of major ICT disruptions.

Best Practice Case

Finnish exercises have a broad view from both the ICT sector and in the other hand from all the stakeholders which are dependent on the undisrupted functioning of it. Finnish national exercises are carried in a deep and fruitful co-operation between the private and public stakeholders. This has been seen important because the majority of society’s critical infrastructure is in the hands of private sector.

Other initiatives:

Finland has issued several comprehensive and holistic societys security strategies, which designate different public and private stakeholders role in keeping up contingency in different sectors. The current Finland’s National Security Strategy has been given by the Cabinet as a governmental resolution in December 2010. As a continuity for this strategy Finland is at the moment in a process of preparing Finnish national cyber security strategy, which is due to be ready by the end of 2012.
