Yes See the above mentioned web page. - Defined universal service 1 Mb/s must be provided to every permanent residence and office. -Universal service became mandatory from 1st of July in 2010 - Telecom operators defined as universal service providers are appointed to reach 100% coverage
Does the Plan meet the European Commission's Digital Agenda for Europe target for 100% coverage over 30Mbps by 2020? Yes See the above mentioned web page. - The goal is to build cable of fibre network located within a maximum of 2 kilometers of permanent residences or offices - By the end of 2015 - The goal is to have 99% population coverage

To complement broadband fibre and cable networks: -Auction of 800 MHz band will be held in the beginning of 2013 to stimulate mobile broadband offering up to 26 Mb/s - Requirement of population coverage is 95% by the end of 2016 and 99% by the end of 2018
