Have any measures to streamline planning or administrative procedures been introduced to improve broadband investment conditions? Yes The responsible Ministries and Association of Local and Regional Authorities have prepared a guide on best practices on joint construction of infrastructure networks. The guide is aimed at planners in the transport, telecommunications, power distribution, water pipeline and district heat network industry. Do you have an operational national mapping of retail broadband coverage at different speeds? Yes The national regulatory authority, Ficora, has this information on its website (http://www.viestintavirasto.fi/en/index/internet/laajakaista.html)
Have civil infrastructure initiatives been developed to entice new market entrants? Yes Finland has made a consulting guide of different models, how local municipalities together or with other public and private institutions and enterprises can establish a new telecom company to build NGA networks in areas where private, commercial telecom companies do not have plans to build NGA networks alone in a desired timetable.
Has the digital dividend spectrum (790 - 862MHz) been repurposed for mobile broadband and assigned to operators? Yes The spectrum 790-862 MHz was allocated to mobile broadband in 2009. The band will be auctioned in early 2013.
