Member States to include specifications for total lifetime costs for public lighting in public procurement

Are there national specifications public procurement for energy efficient lighting, through implementation of the Directive 2006/32/EC? Yes In June 2011 Ministry of Employment and the Economy published specifications: “Energy Efficiency in Public Procurement – Specifications of the Ministry of the Employment and the Economy”. In addition, Motiva published in 2011 a guide on Energy Efficient Lighting Solutions in Public Procurement. Energy efficient lighting and lifetime costs are also included in Energy Efficiency Agreements for Municipalities.
Are there pilot actions on energy efficient technologies (regarding lighting installations)? Yes Government has launched public investment aid for projects promoting energy efficiency in lighting, for example for street lighting projects in municipalities.
Do specifications for public procurement of lighting installations using Life-Cycle Costing methodology exist? Yes There is an example of indoor lighting life-cycle costing on a website of Motiva (www.motivanhankintapalvelu.fi).
