Member States to double annual public spending on ICT research and development

Is ICT R&D a dedicated area in your Research and Development programme (either as a separate programme or a part of general R&D programme)? Yes Programme Investment in the future (Investissements d’avenir - http://investissement-avenir.gouvernement.fr/) with the total budget of 35BLN€ with 4,5BLN dedicated to the investments in the digital economy. Two priorities were defined: broadband roll-out and supporting usage and development of innovative digital services and content, inter alia in the areas of cloud computing, digitisation of cultural educational or scientific content and for applications in eHealth, intelligent transport or digital cities ( 2,5 BLN€).
Has the total ICT R&D spending (private and public) risen by 10% per annum in the last 3 available years? No As per the document Les Dépenses Intérieures De R&D Des Entreprises De 2001 À 2009, the spending has only slightly increased (with average of 0,5% per annum).
Have the number of ICT researchers grown by at least 10% per annum in the last available 3 years? -
Are there targeted allocations of Structural Funds on ICT R&D? Yes Part of the Operational Programme FEDER on Competetiveness (Programmes Opérationnels FEDER) -Technologies de l'information et communication (accès, sécurité, interopérabilité, prévention des risques, recherche, innovation, contenu numérique, etc.) - total funding of approx 253 MLN EUR, with 40% EU funding.

Other initiatives:

Research tax credit (Crédit d’impôt recherché - CIR) – enterprises could deduct from their 2008 expenses 30% of their R&D expenses (up to 100MLN€ and 5% above). This deduction is augmented to 50% in the first year and 40% in the following year.
