In January 2012, the penetration rate of fixed broadband is 32% of the population above the EU average of 27.7%. Luxembourg has 33.8% of fixed lines providing speeds of 10 Mbps and above. With regards to high and ultra fast speeds, 6.7% of lines provide speeds between 30Mbps and below 100Mbps and 0.1% of fixed lines provide speeds equal or above 100 Mbps. Around 66% of broadband lines are in the range of 2Mbps and below 10Mbps, 22.5 p.p. above the EU average rate of 43.4% of lines in this speed range. Mobile broadband penetration is 64.8%. Penetration of dedicated data services cards, modems and keys only is 6.3%. In 2011 86% of the population use the internet regularly. With regards to disadvantaged people, the rate was 76%. 8% of citizens have never used the internet in Luxembourg. Take-up of eCommerce is high, with 65% of the population buying online. 32% of businesses purchased online, and 14.9% sold online. 14.8% of SMEs sold online.¬†Percentage of eGovernment users among citizens went from 67% in 2010 to 60% in 2011. The percentage of eGovernment users decreased also among the enterprises at 89%. In 2009, business expenditure on R&D (BERD) in the ICT sectors amounted to 56 mio ‚ā¨. The share of ICT in total BERD is quite low, at slightly above 10%.
