In January 2012, the penetration rate of fixed broadband is 25.1% of the population, below the EU average of 27.7%. Cyprus year on year penetration growth is below the EU average growth rate of 1.2pp. Most broadband lines in Cyprus are in the range of 2Mbps and below 10Mbps (83.9%). Cyprus has 8.2% of fixed lines providing speeds of 10 Mbps and above and no lines providing speeds above 30 Mbps. Mobile broadband penetration is 42.7%. In 2011 54% of the population use the internet regularly. With regards to disadvantaged people, the rate was 33%. 41% of citizens have never used the internet. Take-up of eCommerce is low, with 21% of the population buying online. 1.5% of businesses purchased online, and 7% sold online, 1.5% and 6.6% of SMEs did so respectively. Usage of online public services is substantially below the average at 29%. Usage of online public services by businesses at 81% is closer to the EU27 average (84%). In 2009, business expenditure on R&D (BERD) in the ICT sectors amounted to 7.4 mio €. The share of ICT in total BERD is the second-highest in the EU, at roughly 45%.
