In January 2012 the penetration rate of fixed broadband is 22.6% of the population below the EU average of 27.7%. Despite the fact that Lithuania is below the EU average in penetration level, it is the third country in terms of highest penetration growth. Lithuania has 51.7% of fixed lines providing speeds of 10 Mbps and above. With regards to high and ultra fast speeds, 30.6% of lines provide speeds between 30Mbps and below 100Mbps and 9.4% of fixed lines provide speeds equal or above 100 Mbps. Fixed broadband lines in Lithuania with speeds higher than 30Mbps are 40% (31.5 p.p. above the EU average), one of the greatest percentages in the EU for speeds in this range. Mobile broadband penetration is 29.6%. In 2011 61% of the population use the internet regularly. With regards to disadvantaged people, the rate was 42%. 33% of citizens have never used the internet. Take-up of eCommerce is 27 points below the average, with 16% of the population buying online. 27% of businesses purchased online, and 21% sold online. eGovernment use by citizens has recorded a substantial increase in 2011 ending at 30%. Country's businesses are the heaviest users of online public services in the EU27 at 98%. In 2009, business expenditure on R&D (BERD) in the ICT sectors amounted to 5.7 mio €. The share of ICT in total BERD is quite low, at slightly above 10%.
