In January 2012, the penetration rate of fixed broadband is 30.9% of the population. Malta is one of the four countries in the EU that presents both a penetration level and growth above the EU average. Malta has 24.6% of fixed lines providing speeds of 10 Mbps and above. With regards to high and ultra fast speeds, 0.7% of lines provide speeds between 30Mbps and below 100Mbps and 0.5% of fixed lines provide speeds equal or above 100 Mbps. Most of broadband lines in Malta are in the range of 2Mbps and below 10Mbps (75.1%), 31.7 p.p. above the EU average rate of 43.4% of lines in this speed range. Mobile broadband penetration is 21.2%. In 2011 66% of the population use the internet regularly below the EU average of 68%. With regards to disadvantaged people, the rate was 52%. 30% of citizens have never used the internet. Take-up of eCommerce is above EU average, with 45% of the population buying online. 22.4% of businesses purchased online, and 15.8% sold online. The percentage of citizens using online public services has remained substantially stable at 37%, slightly below EU27 average (41%). Percentage of firms using online public services increased from 77% in 2010 to 89% in 2011. In 2009, business expenditure on R&D (BERD) in the ICT sectors amounted to 8.1 mio €. The share of ICT in total BERD is the third highest in the EU, at just over 40%.
