In January 2012 the penetration rate of fixed broadband is 17.3% of the population. Poland has 23.8% of fixed lines providing speeds of 10 Mbps and above. With regards to high and ultra fast speeds, 2.9% of lines provide speeds between 30Mbps and below 100Mbps and 0.7% of fixed lines provide speeds equal or above 100 Mbps. Around half of broadband lines in Poland are in the range of 2Mbps and below 10Mbps, 6.6 p.p. above the EU average rate of 43.4% of lines in this speed range. Mobile broadband penetration is 41.4%. In 2011, coverage of basic broadband networks was 78.3%, and broadband of NGA networks was 37.8%. In 2011 58% of the population use the internet regularly. With regards to disadvantaged people, the rate was 40%. 33% of citizens have never used the internet. Take-up of eCommerce is low, with 30% of the population buying online. 28% of citizens used online public services in 2011. The percentage of businesses using eGovernment services at 92%. In 2009, business expenditure on R&D (BERD) in the ICT sectors amounted to 83 mio €. The share of ICT in total BERD is low average, at around 15%.
