In January 2012, the penetration rate of fixed broadband is 22.2% of the population below the EU average of 27.7%. Italy lags behind in the penetration growth rate.
Italy has 8.2% of fixed lines providing speeds of 10 Mbps and above. There are no subscriptions with speeds greater than 30Mbps. Around 90% of broadband lines in Italy are in the range of 2Mbps and below 10Mbps, 46.2 p.p. above the EU average rate of 43.4% of lines in this speed range. Mobile broadband penetration is 31.3% below the EU average penetration level. Penetration of dedicated data services cards, modems and keys only is 10.2% higher than the EU average. In 2011 51% of the population use the internet regularly below the EU average of 68%. With regards to disadvantaged people, the rate was 36%. 39% of citizens have never used the internet. Take-up of eCommerce is 27 points below EU average. 11.3% of businesses purchased online, and 3.9% sold online, while 11.2 and 3.8% of SMEs did so respectively. eGovernment use by citizens in Italy has slightly retracted in 2011 to 22%. eGovernment usage by enterprises has retracted to 76%. In 2009, business expenditure on R&D (BERD) in the ICT sectors amounted to 2139 mio €. The share of ICT in total BERD is fairly high, at slightly above 20%.
