In January 2012, the penetration rate of fixed broadband is 21.6% of the population below the EU average of 27.7%. Portugal has 77.5% of fixed lines providing speeds of 10 Mbps and above. With regards to high and ultra fast speeds, 12.3% of lines provide speeds between 30Mbps and below 100Mbps and 1.3% of fixed lines provide speeds equal or above 100 Mbps. The percentage of lines above 10Mbps in Portugal is 29.1 p.p. above the EU average rate of 48.4% of lines in this speed range. Mobile broadband penetration is 27.5%, 15.6 p.p. below the EU average penetration level. Penetration of dedicated data services cards, modems and keys only is 10.7%. In 2011 51% of the population use the internet regularly below the EU average of 68%. With regards to disadvantaged people, the rate was 37%. 41% of citizens have never used the internet. Take-up of eCommerce is low, with 18% of the population buying online. 13.9% of businesses purchased online, and 15.7% sold online.   Portugal experienced the third largest increase in the percentage of citizens using eGovernment services (from 26% in 2010 to 37% in 2011). The percentage of businesses using online public services was 93% in 2011. In 2009, business expenditure on R&D (BERD) in the ICT sectors amounted to 386 mio €. The share of ICT in total BERD is quite high, at around 30%.
