In January 2012, the penetration rate of fixed broadband is 27.2% of the population below the EU average of 27.7%. Estonia has 16.2% of fixed lines providing speeds of 10 Mbps and above and 8% of lines providing speeds between 30Mbps and below 100Mbps and 3.2% of fixed lines providing speeds equal or above 100 Mbps. Half of broadband lines in Estonia are in the range of 2Mbps and below 10Mbps (50.3%). Mobile broadband penetration is 42%. Penetration of dedicated data services cards, modems and keys only is already above the average at 10.7%. In 2011 73% of the population use the internet regularly. With regards to disadvantaged people, the rate was 57%. 20% of citizens have never used the internet. Take-up of eCommerce is low, with 21% of the population buying online. 11.1% of businesses and 10.6% of SMEs sold online. More than half of the population uses eGovernment services (53%). Usage of eGovernment by businesses is well above the EU average at 91% with good progress from previous year ( 11%). In 2009, business expenditure on R&D (BERD) in the ICT sectors amounted to 35 mio €.
The share of ICT in total BERD is the fourth highest in the EU, at around 40%.
