In January 2012, the penetration rate of fixed broadband is 29.9% of the population above the EU average of 27.7%. Finland has 41.4% of fixed lines providing speeds of 10 Mbps and above. With regards to high and ultra fast speeds, only 3.6% of lines provide speeds between 30Mbps and below 100Mbps and 5.6% of fixed lines provide speeds equal or above 100 Mbps. Close to half of broadband lines in Finland are in the range of 2Mbps and below 10Mbps (46.2%). Mobile broadband penetration is 87.3% and is the second country with the highest mobile penetration in Europe. In 2011 86% of the population use the internet regularly. With regards to disadvantaged people, the rate was 75%. 9% of citizens have never used the internet. Take-up of eCommerce is high, with 62% of the population buying online. 33.1% of businesses purchased online, and 17.1% sold online. The percentage of citizens using online public services has stalled in 2011 at 68%, although the country's figure is the third highest in the EU27. Also take-up by businesses is the third largest in EU27 with 96%. In 2009, business expenditure on R&D in the ICT sectors amounted to 2865 €. This R&D intensity is far ahead of all other EU countries. R&D is heavily concentrated in the ICT sector, which accounts for nearly 60% of the total.
