In January 2012, the penetration rate of fixed broadband is 40.6% of the population above the EU average of 27.7%.  Netherlands is the country with the highest penetration level in Europe. The Netherlands has 60.5% of fixed lines providing speeds of 10 Mbps and above. With regards to high and ultra fast speeds, 19.3% of lines provide speeds between 30Mbps and below 100Mbps and 2.1% of fixed lines provide speeds equal or above 100 Mbps. Mobile broadband penetration is 49.2%. Penetration of dedicated data services cards, modems and keys only is 6.0%. In 2011 90% of the population use the internet regularly above the EU average of 68%. With regards to disadvantaged people, the rate was 82%. 7% of citizens have never used the internet. Take-up of eCommerce is very high, with 69% of the population buying online. 28.3% of businesses purchased online, and 19.5% sold online. The percentage of eGovernment users retracted slightly to 62%. The percentage of businesses using eGovernment services is 93%. In 2009, business expenditure on R&D (BERD) in the ICT sectors amounted to 672 mio €. The share of ICT in total BERD is low average, at around 15%.
